Are immunity deals given by law enforcement confidential?

If you're a shield fan you know where this is coming from. I was wondering if the government gives you an immunity deal, is that a sealed doent or does it become public record. Vic was given an immunity deal and it seemed that everyone else knew the contents of it. Maybe I overlooked something.
