If a business owner is not expanding due to the poor economy, which of these is the most logical solution?

Yes. The problem is business is not spending. The government can spend. Big business is sitting on piles of money scares and offended because Obama said mean things about them, they are offended. So tax their piles of money and give it out as unemployment benefits, it will FORCE business to hire because of increased demand.
