Since hydroxides are insoluble..what about strong bases?

Sr(OH)2 is a strong base, so it dissociates completely into ions.However according to solubility rule Hydroxides are insoluble so Sr(OH)2 would be insoluble or slightly soluble...I am confused!....How would u distinguish an insoluble hydroxide from a base?...Is there a difference between solubility and dissociation
