Visiting Washington DC - bus or metro? Best activities at night?

I'll be visiting Washington DC for a couple of days and I'm wondering if it's easier/cheaper to get around the monuments and museum by bus or metro. As an aside, I'll mainly have free time at night, when most museums etc. are closed...what are the best activities at night? I'd rather see the sites than the inside of a club or bar. Thanks!
